UPDATE: Just spoke to a very helpful chap in Tier3 who has now sorted my line out and capped the download speed to 2.5Mbps to improve stability:

Connection Speed 2528 kbps 736 kbps
Line Attenuation 63.5 db 31.5 db
Noise Margin 10.0 db 13.0 db

Considering the poor quality of line BT has given me, I am very happy with the result.

      My router reports:

Connection Speed 3808 kbps 768 kbps
Line Attenuation 59.0 db 31.5 db
Noise Margin 8.9 db 11.0 db

But for the last 4 days the upload has never gone over about 300 and has been much worse and very erratic

Quite dismal really - i phoned sky but of course no one got back to me and the problem has certainly not been fixed.

So i've not been capped at the exchange but it looks like traffic shaping has been applied without a doubt.

If this looks like a permanent thing i'm going to ask to be put on the mid package, the only reaon i'm paying 10 was for the better upload speed as i certainly don't need more than 40GB per month

As you can see from this all is not well - in fact it is a lot worse than the maxadsl product:
