Question Burslem Exchange

Hi my friend is on the Burslem exchange using Sky and is having constant packet loss. He has called Sky numerous times but so far they do not seem to have done anything although they have claimed to know there is a problem.

The Burslem Exchange customers from Sky seem to use 90.206.176.2** ranges - so I pinged him and other people and I am seeing constant Packet Loss coming from the exchange hop (cr2.wmbur.uk.easynet.net). It was worse last night but there is still frequent packet loss that I do not believe should be happening.

Is there any official word on what is happening?

Here is a comparison between my 2 friends Sky connections, one is on my local exchange Whitefield and one is on the Burslem exchange.
