Depends what you want to do, if its just to get stats then have a look here . Detailed stats can be got from the new V1 firmware (V1.03.87)
If you want to tinker then you will need to use the community update firmware.

The Community Update firmware that dholdi mentioned allows you to set a higher or lower target noise margin, and it stays at the level you specify even if you reboot the router.

The 'adslctl' command doesn't distinguish between upstream and downstream noise margin, so I'd always assumed that the router uses the same value for both. What upstream speed are you getting, and what upstream noise margin figure is the router reporting?

Sky's upstream target noise margin is 7db, same as the down, but i'd assume as it is measured at the exchange end there's nothing you can do to tweak it on the router.
If Sky are going to be profiling LLU lines, then it would not be a good idea to use the tweak to lower the target margin because if sky see a high error rate their profiling might result in a connection speed cap.

The target noise margin can be set at the exchange end, but Sky don't appear to do that. Tweaks by Sky to improve stability seem to be implemented by setting a maximum sync speed, both downstream and upstream. This is quite sensible because every connection will have a cap on downstream and upstream anyway - even if it just to set the maximum speeds for the customer's chosen package (e.g., my connection is capped at 15323 down and 764 up).
If your connection isn't syncing at the maximum speed, tweaking the target noise margin downwards might get you a faster speed. There's no point in setting so low that error rates start to rise because that would reduce the throughput anyway, quite apart from the risk of it attracting the attention of Sky, as you describe. But if you've got a line that has pretty stable noise characteristics, there's nothing to worry about setting it touch lower than the 6.9dB default value.
Remember, that 6.9dB target noise margin is effectively a compromise. A few lines will have a degree of SNR variability over the course of a 24 hour period that exceeds that amount, and they would have to be capped or suffer frequent retrains. For other lines, that value might be far in excess of what's actually needed.

My router always sync at 3db higher than the target that i set it at.
After reporting a fualt 18mths ago sky changed my settings. I;'m not capped, but the router started syncing at 9.9db instead of 6.9.
Therefore in CU3.04 i have the target NM set to 0.5db so that it syncs at 3.5db (which is why i tried 0db on the old CU3.03 and knackered the router) - see Community Update 3.04 - 1 week on
