More stats needed and also can you tell us how you are connected to the phone line? Is it via the master socket or using extentions , and are you using wireless or hard wire? Have you micro filters in each live telephone sockets?

Are you capped? With your noise margin you should be able to sync slightly higher, not a lot, maybe 8-900kbps. If you are not capped rebooting your router a couple of times might increase your sync. To be honest, you have a reasonable speed for your attenuation and asking Sky to increase it could well result in going backwards. If you have a reliable connection I would be inclined to leave it alone, not many have double the average for their package.
