I very much doubt you will get 54Mbps with a USB 1.1 adaptor it seems a little on the old side for that but I could be wrong I have never used one myself my laptop uses a Netgear WG511T 108 Mbps Wireless PC Card.

As for it getting hot I would assume thats normal.

After running TCP optimizer should I reboot the router as well as the PC?
Also do I need to change anything in the router settings?

I wouldn't worry too much about the USB adaptor getting hot. It seems to be the norm as mine is sitting there like a small coal fire, too.
