The report says "supplement of 50 pence per month on all fixed copper lines", so there is a very good chance fibe lines are not included.

And I'm not sure if this has to go through the Commons, and if it does it'll be added in as part of either the budget or pre-budget (which ever is next), mean the entire budget would need to be defeated to have any chance of stopping this tax.

I am not sure this has been thought through properly. If BT were public owned and profits went back to the country's purse, I would say yes. But the fact is this is a private company, with shareholders, they are the ones who are going to benefit by selling Govt(us) subsidised broadband.
It is a bit like having a special tax for motorists which is paid to Ford so they can supply subsidised cars to those who don't have a car.

I wouldn't mind paying the 50p if I got it back with dividends, once they start making money from it. All we are doing is effectively helping BT put in the bits and pieces for them to then charge the customers who receive it.

I can't wait for the next general election, Brown is out.

The problem with this 50p tax is it is not going to raise nowhere near enough to roll this out across the country and you don't need to be an expert to know that. By 2012 everyone is supposed to have access to broadband but we all know that in this country major projects are neither build on time or within the original budget.
