Are you using web mail or an email client?
If you are using web mail go to your account click Settings and scroll down to External Content and make sure that Always display..... is ticked. If it is ticked, tick Ask before....., close down then reopen and tick Always display.....Remember to click Save Changes at the bottom after each change.
Different clients have different settings for this, for instance in Outlook 2003, click Tools, Options Security tab then click the Change Automatic download button. Make changes you require.

What you can try is starting in Safe Mode with Networking and go to your mail page. If you can then see the images then something in your software is stopping them displaying. Check your AV and any anti-spyware you may be running.
