      for accurate speed test boot pc into safe mode with networking as if torrent getting 600kps something on pc could be causing issues

      I am unable to test my connection in the 'Master' Socket, as it is too far from where my computer is located. Strange: I am still getting between 150-200kbps with any browser/DM download, but continue to receive anything via bittorrent at around 600kbps (!).
      I will test my connection in Safe Mode later, but can anyone think of what might be causing this problem?

      What OS are you running?

      Close down your browser and email, then run netstat /b in a Command Prompt. Post the result.

      And I tested my connection in Safe Mode, and it was running at full speed (just under 1mb per second).

      I have got an WXP-SP3-Integrated version, but have yet to install it; shall I? Not that that will resolve this issue, but is a good idea...

      You should install Sp3, it does contain a few improvements.

      Just to be on the safe side I would also advise the following.-
      First go to the Conflicker Tester to ensure you have not been infected with this threat.

      Next download, install and run MalwareBytes and remove any threats.

      Run TCPoptimiser if you have not already done so.

      The Conflicker test only checks if you have been made part of the botnet, try Malwarebytes as well.

      For TCPOptimiser
      - Choose your maximum Connection Speed, probably better selecting 16000kbps
      - Select your Network Adapter, or check to Modify All Network Adapters this will optimise wireless and ethernet adapters.
      - Select 'Optimal settings' from the radio buttons near the bottom of the program
      - Click on the 'Apply changes' button then reboot your PC. Do 'before and after speed tests'

      I tried the program, but it destabilised my system/programs (!): ie became very unstable, and GetRight (Download Manager) would also experience the same problems; allbeit, the speed shot up, the average still remained low.
      So I had to revert back to my original settings. So seeing as BitTorrent maxes out - and I receive full speed in Safe Mode - wy is the problem only isolated to the aforementioned download methods?

      I am not an expert on Torrents, but judging by the number of active connections you show in a Netstat, it seems to be running more or less permanently. This is going to effect any other downloads you do, even if you are not downloading you will still be uploading. Strange as it may seem if you are maxing out your upload bandwidth with torrents, this will impact on your download speed for other applications. When you download anything, small packets are sent back to the server confirming that the last packet downloaded OK, if the bandwidth is maxxed with torrents, it has to wait for a slot before it can send the confirmation, thus slowing the next packet.

      What you can try, is switch of the torrents completely and check how your speed is. Do a netstat to confirm that they are really off and use a site with a fast server, such as MS.

      Another thing that can impact download is your security software, ensure that you are not running 2 firewalls as this can have a big impact. Some types of AV can also slow down your connection. You could try turning off your security and try a download from a safe site. Make sure your torrents are disabled if you try this, as these are the source of many viruses.

      Once again I suggest you run Malwarebytes.
