You will only see the fourth light when it is succesfully connected to the PC, It doesn't need a connection to the exchange for this light to work.

It is possible you have a faulty ethernet cable. It is fairly easy to check, just plug both ends of the cable into 2 of the router ports, the 2 port lights on the front of the router should light up. If they don't, either the cable or the ports are faulty. You can check this by doing the same with the yellow cable which you know is OK.
Can you also confirm that it is an ethernet cable you bought and not an RJ11 ADSL extension cable? If it is the latter, you will have to plug one end into the filter and the other into the routers WAN port.
