Bandwidth might be getting used by other things, server may be busy, your line may be rubbish, 54Mbs is the speed of the connection to the router not the speed of your line connection to the internet and as far as I know is only relevant to the wireless side of the router.
We need your stats, a description of your setup (connections to router and telephone line), what operating system is in use and what software have you got running on the pc?

In the absence of any other information offered I'd guess it is because you have a rubbish wireless connection.

You refer elsewhere to only having a 54Mbps connection. You don't appear to realise that this is many times faster than any ADSL connection so that isn't going to be the issue. However, wireless is very prone to interference and even though your PC may be reporting a 54Mbps connection this is only the signal strength. What matters is the signal quality and it is quite possible to have a 54Mbps signal but because of interference it is only able to carry dial up speed traffic.

See the wireless forum for tips on how to improve wireless connections. Even better, go wired. If wireless isn't the issue then the first thing to check is what could be using the bandwidth on your computer.

Or maybe you just have a very poor ADSL connection. If you don't give any information, as has been requested, all anyone can do is guess.
