      This issue is looking more complex than I originally thought. Maybe if instead of just posting their ping results, they also gave the results from the speed test site and their actual downstream and upstream sync speeds, it might give a clue as to what's happening.

      I still suspect that root cause of this boils down to the idea that the upstream is easier to saturate than the downstream, but a little bit more evidence is needed to prove that hypothesis one way or the other.
