Is the ribbon cable not a push fit into its connector ?
If so then gently removing it would tell you if the top pcb is at fault.

I'd rather thought it would be, but it's soldered at both ends, annoyingly.

Oh dear, well you have the option to snip it but as brian says if the problem is elsewhere then thats it.
I suppose if you are at the stage of either doing it or getting a new box then go for it.

Why not simply desolder it?
Soldering and desoldering with an iron
