      fixed rate quarter meg ?

      hi there, can anyone out there help me and shed some light on my line speed.
      i came off bulldog broadband and joined sky in feb. my line which is bt can cope with only 2 meg which has been checked. i am approx 4 k from exchange. when on bulldog broadband i was running at just under 2 meg. however since joining sky i have noticed when downloading files it seems to take ages. (20 kbps sec.) at any time of the day. i phoned sky tech on numerous occasions and eventually told a bt engineer would come to house to have a look. the engineer came and left saying that the problem was with sky and i would never get more than quarter meg because they have put you on fixed rate quarter meg ! he said that i needed to be on a max rate circiut ! should sky not already know of this ?

      since the engineer has been and gone i have phoned sky at least 10 times about my probs but nobody ever seems to phone back. i seem to be doing all the chasing. the last 2 phone calls took place on tuesday to 2 different people on the tech number. the 1st said we will be sending an engineer to the exchange to sort the problem on tuesday . the second has issued me a ticket number for tier 3 who he said would phone with in the 5 day.

      a friend of mine has said that nothing can be done at the exchange, the problem can be sorted at the sky offices at the push of a few buttons. any techies out there please help ! i am currently waiting for tier 3 call.

      Hi there what files you downloading looking at the figure you have gaven you are use p2p programs??
      secondly if they say they going to phone back they never do,( may on rare occasion) just a way to get you of the phone
