Would somebody please explain what my broadband stats mean?

I have a line attenuation of 39 DB and a noise margin downstream of approx 10 db

Please can somebody explain what the line attenuation and noise margin is and what the best figures are.

I have been capped at 5.5mb download speed, if i was having an 8mb download speed, my connection would become very unstable.

Some people say that if the noise margin drops below 6 db, the the internet starts to drop out.
