Migrating from sky to non llu.

Is it possible to migrate from sky with a mac code to an non llu isp. The reason I am asking is that I am being capped by sky for no apparent reason & I am sick to death of waiting for a call back from tier 3. I should be able to get around 12-14 meg & I am stuck on 6464 down & 640 up. I would rather pay the extra for 2 months until be unbundle my exchange.
