Are you on the Connect service?

You are getting 1.5meg down and 1/2 a meg up.

The dot goes three numbers from the right to convert Kilo to Mega.

The difference between the upload speeds and download is that the flow of data is asymmetric, that is more one way than the other.

We mere mortals download much more than we upload and therefore, if you think of your connection as a road of a fixed width you need 2 lanes of down traffic and one lane of up.

      Something like that anyway
