I wonder if perhaps it is possible to direct the tracker to something else (i.e. a server) which could then send an email notification with the details when it receives a change?

Provided all the devices are on the same network, set up firewall rules to send the information where you want it to go. The tracker would be sending to your public or DDNS address and from there, your router, it would be sent to where it is required.
