I would be inclined to call again and ask to speak with someone within the CST department.

Do give them a chance to fix this. If there is a problem with the line, it is likely that if you moved to a new ISP that you will have the same issue there.
Yes I shall wait till the DLM is complete before I make further contact if I get now joy then I will have no option other than to return to Virgin Media's internet service and keep Sky's TV and phone line

As Scubbie says above, it does look like you have an issue with the line, given the estimated speeds above.

DLM has now finished and I've been left with the following

      ADSL Link Downstream Upstream
Connection Speed 2559 kbps 604 kbps
Line Attenuation 63.0 dB 39.1 dB

That's pretty good considering the high attenuation. Whilst the ADSL checkers are a rough guide, they do indicate you should expect more, so think this could be a line issue, which may or may not be fixable.

I would suggest that you perhaps do some research using the measuring tool on Google Earth.

Find out where your street cabinet is and workout the potential route that your telephone cable may take to your Telephone Exchange. Then using the measure tool see how long it is and punch the distance in to the tool available on this forum:

SkyUser - Potential ADSL2 Line Speed Checker & Calculator

(The distance should be entered in metres)

Sky Fibre Unlimited Pro: Connected at 80,000 kbps / 20,000 kbps
Previous ADSL2+ Speed 19999 kbps 1153 kbps, Line Attenuation 17.5 db 6.9 db, Noise Margin 7.5 dB 8.7 dB
      Speedtest: 17.15MB/s 0.97Mb/s Ping 31 ms

Not at this point. The OP has said they're connected to the test socket.

Re: Can I cancel Broadband - slow speeds within the 3 month period

Having received a call from Sky last night they are still unable to work out why the speed is not faster they say I should be getting around 5 Mpbs I am now connected to the socket as normal

Connection Speed 2574 kbps 855 kbps
Line Attenuation 63.0 dB 39.0 dB
Noise Margin 6.2 dB 7.2 dB

This is what I got via the test socket yesterday

      ADSL Link Downstream Upstream
Connection Speed 2559 kbps 604 kbps
Line Attenuation 63.0 dB 39.1 dB
Noise Margin 5.4 dB 12.7 dB
