Could be DLM has the line capped with high INP, so just a reprofile will sort that. As suggested, give Sky a call and see what they can do for you.

Edit: Doubt that line will ever see 9-10mbps, though.
I used to get speeds of around 1.2 megabytes a second on well-seeded torrents. That equates to 9.6Mbps. Sigh. Thanks for the help everyone, will have to give Sky a ring.

What does INP mean? How easily do you think this problem will be rectified? Just dreading the thought of an hour long conversation with Sky with them having no idea what I'm talking about, or something. Thanks for the suggestion.

Depends on what the issue is. If it's simply the profile is messed up, then it takes one or two minutes on the phone to sort that, provided you get through to someone with a functioning brain. If that doesn't sort it, then just make sure the router is at the test socket before calling as that will eliminate any internal steps asked of you (apart from trying another filter at the test socket). If further action is required, then you're likely looking at an Openreach engineer visit.

Turns out there's a break in the line 75 metres down from our house, where it passes between some trees. High winds probably to blame. BT currently repairing it. Turns out it was a big coincidence that it happened after Sky cut our internet off!

I can't imagine something has coincidentally gone wrong within the equipment during that time.
      Now you can
