Can we start again please? Plug into your normal position and take your stats. Now plug into the Test socket and take your stats. Post both sets of stats, indicating which is which.
While you have the Test socket exposed, plug in a corded phone, dial 1 digit and listen? Can you hear any noise?

so from the master you have
34.5db annuention and 6.2 Noise Margin
and from the test socket
Connection Speed 7684 kbps 796 kbps
Line Attenuation 36.5 dB 22.0 dB
Noise Margin 6.6 dB 12.4 dB
Is that correct?

If that is the case, your external line is faulty or is just in a generally poor condition. All you can do is keep on at Sky to get your line improved. It is not capped, it is giving you as much as its present condition allows.
You can use a cordless phone to check the line, but the problem is that this type of phone can pick up interference and make it appear the line is faulty. However if you check with it and the line is quiet, there is not much you can do. If you do get excessive noise you should borrow a corded phone to check the noise is coming from the line and not the phone itself.
