Faulty cable between cabinet and property

After several months of problems with my Sky broadband, and a second BT engineer visit the reason for my slow broadband speed has been highlighted.

The BT openreach engineer was able to see sync speeds of 4meg at the cabinet, but only around 2.3meg at the property. The distance between the two being around 500 meters. He said that he would need to do some underground work to see where the 1.7meg was lost, and would recommend this course of action to sky.

Since then, sky have been in contacted and basically said the same old ****, that the line is giving the best possible speeds, and there is nothing more they can do. They never mentioned the engineers findings.

Should sky have paid for this underground work to be carried out? Or is it acceptable for them to take no action?

      Thanks.

I had the same situation with O2 who sorted it out in 24 hours.
As to who pays, I'm not sure, as Openreach own the network then I would suspect them, however if there is no detriment to voice calls it may prove difficult.
