I dont normally use speedtest.net for speedtests as the results are more often than not incorrect, but I've never noticed that with pingtest.net, (likely cause it isnt aswell known, so doesnt suffer from traffic related issues like speedtest.net).

I'm struggling to see how BT changing your line is Sky's fault and why Sky should get onto BT to sort it. The agents CAN see previous tickets but cannot see previous speeds unless they were recorded in said previous tickets. If BT have decided to re-route your line slightly then Sky can't do a lot to change that. A 2Mbps drop isn't that noticeable in real world usage and if you're over the Sky estimate at point of sale then they won't do a lot.

Are you still getting 4Mbps-odd in the mornings? Have you tried to reduce everything your end to be master socket>filter>router>ethernet to computer and see if speed is still low?

Also, ping the BBC via a command prompt as this will be a better result than (as said) anything to do with speedtest.net

      Can I just ask something?

If BT have changed the line, so you cannot get 20Mb any more, then how is your neighbour getting it?

Depends if the work was to an individual line or the whole road. Bottom line is if your SNR is at 7dB you're not gonna get any more
