It looks like your exchange is not enabled for Sky LLU. What is the name of your exchange?

My advice would be to ask for your MAC and move to another ISP. There are some who do monthly contracts, which would be best for you if you intend moving house. There is a problem with your line or the exchange equipment and it looks like Sky are not going to do anything about it. In your case it is not throttling that is the real problem, but the rate your Profile has been set. With a Profile of 135kbps, you are not going to get any more than that as a download speed, with about 16KB/s actual throughput. That is unacceptable for a broadband connection.
