      That's because the max rate is constantly being updated as the router drops bins or changes their bitloading due to interference on the line, and there is far too much noise on the OP's line for the normal target margin to accommodate.

      Full cpe replacement include router, dsl cable, filters and PSU.

      As long as you can confirm the following:

      - You've connected the router directly into the test socket with a swapped filter
      - You're using just the short grey dsl cable Sky provided
      - You're hearing noise on the LL, which disappears when the dsl cable is unplugged

      Assuming Sky's line tests show OK, then replacement cpe (router etc. as I mentioned) would be my next action, personally.

      Yes. I think CPE is an acronym for customer premises equipment.
