      When DLM kicks in it will change the Mode to ADSL2+, which may show the true attenuation. I would not be surprised if it is 70+.

      No, it really depends on how well they have been wired up, sometimes they leave it to electricians who may not have a clue and just run it in cheapo bell wire.

      If you are being given those estimates it does sound like a wiring problem. The BT database (which Sky use as well) will most likely have estimates for delivery *to the property*, not to individual flats. If you have done nothing silly in your flat, then the finger points to the connections within the building, which may not have been done by telecom engineers. Have you asked your neighbours how good their connections are?
