Hi, my connection slows to a crawl every night, my download speeds are usually at 2000 kbps
but at night it slows to 50 - 100 kbps.

whats the difference between being throttled or capped?

i use my internet connection a lot, are they restricting me because of that?

Being throttled means your sync speed is normal but the actual throughput is reduced. If you are capped, the sync speed is reduced, usually resulting in a high noise margin. You are unlikely to be capped on Connect unless you have a poor line which requires a high noise margin to sustain stability.
