A few weeks ago I posted about asking Sky to manually configure
my line and then being fobbed off by Sky tech support.

I can now report that, after your advice, I phoned Sky again and refused to take 'No' for an answer. After my final phone call, my line speed started increasing and my line noise started decreasing by increments. My stats are now as follows:
