If you use a program like the free Fastone Image Viewer Download FastStone Image Viewer 4.2 - FileHippo.com and chose the email option it will take you to a dialogue screen that offers various sizes for emailing. After choosing the size you want you press <Send email> and the picture is processed and passed to your email program where you can add an address and any message you want.

What OS are you using? If you open a picture with Windows Photo Viewer and click the Email link in the menu bar, you can choose what size you want to send the photo as. It is the same in the Picture folder of Win 7, can't remember if Vista is the same.

This shouldnt be an issue, if you can send them your friends web browser should automatically shrink it so it fits on the screen. Likewise the windows picture viewer shrinks the picture to fit on the screen if they downloaded it and viewed seperately. Tell them to right click and click save target as on the image links.
