Every so often my router disconnects and have to wait 10 minutes for it to connect again. Is it broadband interfering with the signal?

Are you connecting wirelessly? If so, login to your router at 192.168.0.1, username admin password sky. Click set up top left of the page, and change your channel. You can use channel 1, 6 or 11 for the best results, and click apply at the bottom of the page.

If wireless is the problem, download Inssider from the link below, use it to discover the channels in your area and choose a channel as far from those in use as possible. 13 is often good, as few use it.

If it is not a wireless problem, more details are required, such as where and how you are connecting to the phone line and a set of stats taken from your normal position and from the Test socket.

How to get your router statistics

How to test your ADSL in the Master Socket

      Downsteam: 21287kbps/Attenuation: 5/Noise Margin: 20
      Upstream: 1497kbps/Attenuation: 3/Noise Margin: 18

There is so much noise it is affecting the signal how do i get it lower?

By all accounts theres plenty of noise margin in reserve the higher the better in noise margin.
For noise to affect it then it would have to be nearly at 0db

I'm sure you were banned before for exactly the same thing.
