Whilst the switch over to SVBN does cause the internet to reset they should be able to take it back up to the normal speed before any switch over. You are heavily capped and should be receiving at least 2mb anyway. Although you will be worse off if they change you onto SVBN (They only do this if you take line rental with them) so I would give them a ring and say you dont want to be put onto the system before it's too late. After they do it if you wish to move to another supplier you may incur large charges to take the line back from sky and may lose your phone number doing so.

Personally I would ring them and ask them to uncap your connection as your noise margin shows you are heavily capped and also make it clear that you do not want to be moved onto SVBN.

you have been fobbed off. your line can be reconfigured whether you are on SVBN or not and you are heavily capped

^ Agree with that. Whoever you talked to had a screw loose because you're capped at the moment.

      Re: it it true

Are your sure you are capped? Power cycle your router by switching off the power for a minute then switch it on again. If the speed remains the same, you are capped, if it rises you line has dropped due to excessive noise.
