That is just sloppy workmanship, not the norm.

Re: whats the thing called when the line enters the house
I would think it is one like this http://www.telephonesuk.co.uk/images/52a.jpg if it is very old it may be like this http://www.telephonesuk.co.uk/images/protector_02.jpg but I doubt it.
To be honest there is little that can go wrong with a junction box, unless the cap is smashed. If you must replace it then get one of these - BT 80A Junction Box (3 way IDC to 3 way screw connectors) attach the incoming wires to the AB screw terminals and the wire to your master socket to the IDC terminals.
I should point out that if it is on the incoming cable side of the master socket, it is BT's responsibility and should be replaced by them if it is faulty.

Re: whats the thing called when the line enters the house
BTOs responsibility stops at the Master socket, unless you have one of the new XNTEs which is fitted outside the house. I don't think BTO who maintain the phones would be happy with the Irish gents' statement.. It is easy enough to do though, just make sure the wires are connected through the same way as they are in the old box.
