Sounds like street lights to me, keep a note of the time they come on and go off again in the morning.

If it is street lights there should be a big difference once it gets to the summer months when it gets dark later.

my snr has now fixed, i got a new router, a sagem one, and my snr is fine, never drops more than 1db, and its gettin late aswell, also my sync is higher, 8000kbps
