      Slow speed - Netstat connections?

I hope someone can help with a problem I'm having.
I have Sky unlimited and they say I should be getting between 10 and 20MB download speeds.

I've had the service for a few months now and the maximum I've ever got (using lots of different online broadband speed tests) is 2.7MB. Sometimes in the the evenings it's so bad I can't even load Google never mind a speed checker.

I've tried an alternative Mac laptop (not connected at the same time), wi-fi or ethernet with no improvement. I'm plugged into the master socket with the filter and nothing is connected to any other extensions.

Sky say I'm getting around 13MB (shown on the Router info page.) They told me to look at the Netstat connections. There were 20 lines of 'active internet connections' and another 20 of 'active local (unix) domain sockets'.

They said this was the problem as there should only be around 10 lines and I must have other things running in the background that is causing the drop in the 13MB speed they can see on the router to what I'm actually getting (I understand there will be a drop, but over 10MB?? I don't have any other applications running, don't run any peer to peer software etc.)

I tried to ask them what the lines meant but they said 'it's your computer, we're not IT specialists, just broadband operators.' After doing some research it seems that this many lines is completely normal on a Mac. Of the 20 'active internet connection' lines, 8 were TCP and 12 were UDP. Should they be counting the TCP connections only? I've cleared the cache and cookies and can't get the number of connections to get any lower?

It seems to me like the obvious problem is the router maybe, but Sky just wanted to blame my computers and get me off the phone... Any help is greatly appreciated!
