Why can't Sky be honest and admit that it is their throttling policy which is messing things up. Your attenuation indicates you have quite a fast connection for BTMax. Move to an ISP who does not throttle so aggressively. Plusnet also throttle but do it in a way which does not destroy gaming. They allow you to choose the package that most suits you, at a price of course. Others no doubt have similar arrangements, so it is worth shopping around.

Is the interleaving the same thing as max delays or is it different.

It is different, but has much the same effect. BT do not reduce delays, they move the connection from Interleave to Fast Path which has much the same effect as Sky's system of reducing Delay. Sky are reputed not to use Fast Path, but this is debatable. BT will only move lines to Fast Path which are syncing highly, which means shorter lines. Sky can reduce the Delay on even the longer lines, but sometimes with a speed penalty. BT's system may be different on lines they have upgraded to ADSL2+, I don't really know.

So what effect would lowering the interleaving on the upstream do to the speed, would it increase.

You can't lower interleaving. It is either interleaved or on fast path. Reducing the Delay will not increase the speed either up or down, the opposite is more likely, due to the greater possibility of errors occurring. This is why it is not recommended for non-gamers.
