I have just signed up for a new package at a fixed price but I'm now being told that because BT have no basic broadband lines available in my area I've got to sign up for the 8Mb line, pay a £30 installation fee and an extra £17 per month doubling the package price. i can't afford to do this, am I being conned?

It is not a case of BT not having lines, it is Sky who do not have the capacity at the exchange. They want to put you on to Sky Connect, which is a rebadged BT service. You should consider carefully before accepting this, have a look at the various Connect threads in the forum, this will give you an idea what to expect, apart from the inflated price.
If Sky will not give you a large discount, consider going to O2 if they have LLU places available at your exchange.

when i was on sky,i signed up for mid but they ended up putting me on connect and when i complained about the price i was offered it for £5 a month,the service i got was appalling so i phoned through to get my line sorted and they said they couldnt understand why i wasnt on mid and moved me straight over.if you phone and make a fuss,maybe room on sky's equipment will miraculously appear...its worth a try.
one thing i have noticed,your profile says sky base,is that not sky's equipment????cant that be upgraded to mid or max???
ive just had a look and sky base is sky equipment so why cant it be upgraded????how is there no room if theyre already on?
