      Post your router stats, it is normally obvious if you have been capped.

      Looks like there is some noise on your line, could be your internal wiring the best way to find out is to connect to the test socket to see if the noise margin rises, the link below has the details how to do this.

      As your noise margin is a bit high as it is, it looks like you are capped. You can go through the hassle of trying to get them to lift the cap or wait until DLM is run on your line and this will sort it out.
      As Andy suggests, post your stats from the Test socket for comparison. If you do not have a test socket remove the face plate and if there is a wire on terminal 3, remove it. This is the ring wire which is not required with filters or modern phones. It can cause interference with ADSL. It is not necessary to remove this wire in the extensions.
