      I have also tried using Test Result to find out what the exchange tells me i should be getting as this is what we use at work, but no matter what time i try just keeps saying busy try again later and if it persists to get in touch.

      unless you've spoken to CST no one will know what on earth you're talking about...unless you actually ARE on adsl2+ and the router stats are lying...

      and the speedtester site is for Connect only...

      but im sick of speaking to customer services, or should i just troubleshoot slow connection to get through to tier 3?

      If your line cannot handle G,DMT which only uses the low frequencies you are unlikely to get any better on ADSL2+ which uses the low and high frequencies. You best bet is to try to get through to CST, go through the hoops with Tier 1, make sure you are in the Test socket, link below and change the filter. If you can tell them you have done this it may save some time and get you passed on quicker.
