    Noise margins

      It is hard to see how capping the connection speed would improve the download speed, It will do the opposite. You need to get the cap lifted. You are a fair way from the exchange and should not expect much more than 3-4Mbps, and that is if you have a good phone line. Plugging into the Test socket will give the maximum your line will handle.

      Well it's possible if the line errors are high enough to generate significant data retransmission. Not at the top of the list though for most likely cause or the best solution - still seems to be Sky's answer for every problem though.

      You need to ask them to lift the cap on your line. The noise margin of 18dbs shows that you are quite heavily capped and you should get 3-3.5 Mbs without too much difficulty. You are never going to get much more, given your distance from the exchange.

      If you have not already done so and you are not running Vista, you should download and run TCPOptimiser (link below) This will optimise your PCs settings and give you the best download speed possible, which should be at least 85% of your sync rate.
