      Your stats show your line has not been capped. If your speed has deteriorated then it means your line has got noisier and is not able to sync any higher.
      Your attenuation should support a much better speed, about 6-8mb on a good line. If you are not in the Test socket, try it there, it could be your internal wiring which has developed a fault.

      The noise ratio is 1.5 DB better on the test socket but still connects at these speeds

      In that case you may be very lightly capped, a noise margin of 9dbs is not very high. If you are capped it will only be by half a Mb or less. Give it a couple of days and ask Support to trouble shoot you for slow speed.
