Some Advice.. Its always advisable to inform your old ISP as soon as you have migrated that you have moved.

The router's results are not entirely accurate either. There are many factors involved here. My suggestion would be to go to the Microsoft site and down-load some hefty sized files. Once done, delete the files and try again. MS have literally hundreds of mirror servers dotted around the globe. This will give you a good indication to how your connection will perform and give you some insight to the consistency of the transfer speed of the data stream.
