      i know for a FACT AOL do it as well (or users are experiencing the same affects)...

      it would seem BT have changed their throttling policy and Sky obviously have to make people aware of this...doesn't necessarily mean they agree with it...

      It's not BT's "throttling policy".

      In essence, I believe Sky pay BT for the connection and the price paid is determined by the amount of bandwidth used, aggregated over a bundle of connections. If Sky's customers, in aggregate, use more than the allowance then Sky has to pay BT more. So, in reality it's Sky's policy implemented on their behalf and at their request by BT.

      Typically, any throttling seen should be for specific applications/protocols which use high bandwidth such as P2P. Using encrypted traffic can circumvent the throttling or reduce it in some circumstances.

      Then there is bandwidth restriction for "heavy users".

      Then there's congestion which can be at exchange level or backhaul.

      Even so, whilst I have genuine sympathy for those affected and am grateful that my exchange has several LLU operators, Connect, for those able to get it for 5/m is a pretty much unbeatable deal. 17/m, not so special.

      Cheers everyone for the response,

      Isitme, I checked the website, and it shows that I am in the SKY network (Poplar exchange), and SKY/Easynet had been enabled since 2002! I am little confused, if SKY sales know my house is covered by SKY, why was Connect suggested to me rather than Mid? Do you mean that I can call up the customer service and change my package to Mid?

      cause although they might've LLU'd the exchange might be at capacity so you're offered Connect until they install more equipment...

      It could be that they have run out of LLU slots at your exchange, you need to speak to Sky and find out why you are on connect.

      Knowing how efficient Sky are I would be surprised if they had overlooked the fact that you are on Connect and spaces are available. It would do no harm to give them a ring and just remind them that you are waiting to be transferred to their LLU service.

      results from just now - all seems fine...

      Test1 comprises of Best Effort Test: -provides background information.
      Your DSL connection rate: 5248 kbps(DOWN-STREAM), 448 kbps(UP-STREAM)
      IP profile for your line is - 4500 kbps
      Actual IP throughput achieved during the test was - 4209 kbps

      will try another tonight and see if we have a difference...

      Got home early today, also did a test now with namesco, here is the result as expected:
      Results for speedtest #1223477338
      Date of Speed Test: 2008-10-08 15:48:58
      Download Speed: 3902 kbps (487.8 KB/sec transfer rate)

      Upload Speed: 356 kbps (44.5 KB/sec transfer rate)

      My gf called SKY today and asked about the Mid package, and was told that there was no open slot in the exchange, and he does not know when will SKY install new hardware in the exchange.....however, spoken to my m8 last night, (we are in the same block of flat) he has got the Mid package.....and he subscribed to SKY later than me (me July, he September).......

      Anyway, we will be chasing the customer service to change our package to Mid asap.......

      If there isn't a slot there isn't a slot, it may just be that your mate got lucky and there was a place in the exchange vacant when he called.

      So anyone lucky enough to call just as a place comes available gets it and the poor sods who are on a pathetic Connect service just have to put up with it.
      Reminds me of the fat bank official who describes how new customers are 'hooked' in and once they are in, tough luck.
