Synced at 11mb speed test reports 0.5-4mb

This has been driving me quite crazy. Firstly here are my stats (Black sagem router.)

      ADSL Link Downstream Upstream
Connection Speed 11200 kbps 764 kbps
Line Attenuation 27.0 db 14.0 db
Noise Margin 7.3 db 14.5 db

      Sky user test result ->
      You are with Sky
      Your IP address is: 90.213.105.182
Your download speed is 4288Kbps. That is 73Kbps above the average for Sky
Your upload speed is 578Kbps. That is 184Kbps above the average for Sky

Its highly erratic sometimes it reports a full 9mb on the speed test. But most of the time it only reports 3-4mb despite being synced relatively high. I have tried the speed test on wifi, plugged in on lan, from linux and with just an xbox plugged in downloading a file. In all cases it performs poorly. Often resetting the router brings a bit of life back into it when it fully dies (pages barely load dont respond for ages though actualy download bandwidth is still 50kb/sec or so.) The router is plugged in on the test socket of the master socket (previously plugged in on an extension.) This made barely any difference to snr or stats which seem good anyway? I have tried also doing a master reset of the router to no avail. Emailed sky but i'm not getting anywhere. Extremely annoying problem as the internet is particularly unusable when it starts going (speed tests drop to around 1mb) but the sites just dont respond or load. They simply time out.

You say that when you use the test socket there is not much differance in router stats. Could you check that when the test socket is exposed, any other telephone sockets have no dial tone.
I only ask because 11meg on a line with an attenuation of 27dB is a bit low.

i just checked all the other sockets and they are dead. I guess it does sound like a line problem. I'm going to guess bt wouldn't fix this as it does provide a voice connection and 8mb acceptably (previously on bulldog broadband.)

Re: Synced at 11mb speed test reports 0.5-4mb

Ok it seems like in the daytime it can sync at 11mb and in the evening it drops to...
      ADSL Link Downstream Upstream
Connection Speed 8034 kbps 764 kbps
Line Attenuation 27.0 db 13.9 db
Noise Margin 8.2 db 13.0 db

But when at this speed i get a speed test result of
Your download speed is 1328Kbps. That is 4514Kbps below the average for your package
Your upload speed is 540Kbps. That is 35Kbps above the average for your package
Earlier in the day i got 9000 easy.
I'm guessing this is caused by noise on the line when more people are using it. Any ideas how to sort this or i am doomed to stay on a line that becomes quite unuseable, if i phoned sky what should i say? Ask to be capped to 7mb for stability? Would openworld do anything in relation to my line (attenuation is good but noise is poor for the line length.) The stats are the same for the test socket.

Re: Synced at 11mb speed test reports 0.5-4mb

Before you phone Sky, try this test.

      (1) at the test socket, and with a normal wired phone, dial a single digit to kill the dial tone. You should hear nothing but a low hiss. If you hear any crackels or pops, then report this to BT as a noisy line, getting this repaired would fix your BB problem.
If the line is o.k (just a low hiss) then you need to contact Sky. As soon as you mention instablity, they will be sure to cap your sync speed.
