      Your next step is to call them, as by looking at your up and downstream speeds it does look like you are capped.

      If you phone now It should be fairly quiet.

      IMO, you look like you may well be on the base package !!
      have a look on your mysky homepage and see what package it says your broadband is, or you can phone and ask them to confirm what package you are on before talking to CST

      Agree with Richone54. Your line has either been miss - configured or you've chosen the wrong package
