Strictly speaking, 2Mbit/sec is 2,000 kbit per second or 2,000,000 bits per second. In data communications, kilo- means a thousand and mega- means a million. For example, 100base-TX Ethernet (also known as fast Ethernet) works at a speed of exactly 100,000,000 bits per second, not 102,400,000 or 104,857,600 bits per second.

Traditionally, ADSL services have tended to have sync speeds in excess of their advertised speeds - for example, before BT introduced their "ADSL Max" service, connections advertised as being 2Mbit/sec were actually set at 2,272,000 bits per second to allow for networking overheads - but now, limits are often set at arbitrary levels that demonstrate a lack of understanding of datacomms. There's no rational reason to set an ADSL sync speed of 2,048 kbit/sec.
