Well I will offer a crumb of comfort.
My own line was steel and had been getting worse, so I replaced it with twisted pair, and while this fixed the phone problem, my noise margin only increased by 1dB. As domestic routers are not very accurate, this may well havw been a reporting error. You are right through, if he/she was like me then they hate replacing overheads so would have spotted the second line. The last one I did was for a very nice person who said they knew what a pain it was, but if I did it, there would be a nice free range turkey for me. such is the joy of a country patch.

I don't get any of this melarky about putting the cables in a different order. The sky + has been installed into the faceplate so I can't rearrange the order. Oh and my router worked perfectlly before hand when it had a modem cable from the phone to the router which sits beneth the computer.

Do you mean the Sky fitter hardwired the extension to the +box into a socket? Usually they put in a double socket plug or a through type with the extension wired into the plug, it should not be wired in to the socket. You should be able to pull the plug out of the socket, plug in the filter, then plug the extension back into the telephone side of the filter.
