The contact us system on Sky.com is the proper way and if you feel that calling Sky TS is a no go because they are "useless" then it's the only option open to you.
What happens when you call? Do you ask to be trouble shot for slow connection speed so that you can be put through to CST to get the connection looked at? If you are on the wrong package then calling CS would be a good start or cancellations if you feel like kicking up a fuss.
You may be on Connect if your exchange has no capacity to take your order for the proper Sky package. If you are on connect and are capped then either your line is bad and you need to sort it out or something has gone wrong somewhere, have you called with stability or disconnection issues prior to this?
