Question Have Sky IP Address Locations Changed?

Sorry if this is the wrong forum.
I have been using the BBC iPlayer to download programmes since 13th August without problems. However today, when I tried to download, i got the following error message "Sorry you appear to be outside the UK". "WTF?" I thought. I'm in Essex! Why was it working before and not now. I checked my IP address and it seems to show as being in Amsterdam and listed as part of the "RIPE Network Coordination Centre" whatever that is ! Now has there been some sort of change recently in the Sky IP addresses or is there some other reason for me being able to access the BBC iPlayer content before but not now.

This has been bugged with this problem from it's launch-

You could try changing your IP address, open the Router Configuration page, click the Sky Test button, when it has finished, refresh the browser. You should have a new address. See if you are back in the UK

Well I'm still unable to use the iPlayer. I have had no problems downloading other UK only things from the BBC though such as live broadcasts.
