you can only get the cheap or free broadband once your telephone exchange becomes llu enabled. having said that my exchange became enabled in nov 06 1 month after signing up and ive only moved over this week. and i had to pester them and threaten to leave if i wasn't moved

check this web site to check on your exchanges status.
if you look at the link ive sent it shows the status of llu,s in your area
keep an eye on this site for any developments

People who are paying 5 for Connect will usually be move to Mid or Max when the six months is up. If they are only offering you it at 17 it is probably because there is no date as to when more capactity will be available to move you to Mid/Max.

I think most are missing the point, the OP says that he is on Connect and querying the site with his post code gives this reply-

We have based this check on the postcode you entered. This gives us a very good indication+ that Sky's Broadband Network will be reaching your area soon. You need an active BT phone line to order Sky Broadband.
Sky Broadband Connect - is currently available at just 5 a month, plus a one-off 30 standard set-up cost that applies when you take up Sky products before 14 September. With fast download speeds of up to 8Mb* and a massive 40GB a month usage allowance.
Because he elected to take Sky BB before Sky set a date for enabling the exchange he is being punished. There have been instances in the past where forum members were in the same position but managed to get changed. I can't remember how they did it, maybe an email to Mr Murdoch
