phone line or sky problem

Today I have had problems with our phone line. Very noisy when on the phone. No-one managing to phone in. It rings once and then stops. At the same time the broadband connection drops. It then reconnects but noise margins all over the place. Is this a landline or broadband problem or a combination of both. Does it suggest they are doing something on the line at the exchange.
