Newsgroups Port 119 being throttled

I'm on the Sky Connect package syncing at 7-8 Mbps and subscribe to the Giganews news server. When I use the default port 119, I see varying speeds of 100kbps to 2 Mbps, however when I change to port 80 or port 23, I see a constant 5.8 Mbps download speed.

Surely this means Sky are traffic shaping/throttling newsgroups on the default usenet port 119?

Any traffic shaping on the connect package has been put there by BT. Its theyre kit your service is provided through. There could be AOL, Sky, BT etc users on your same exchange, experiencing the exact same thing.

The traffic shaping on Connect is not from BT, it is from Easynet with the use of Ellacoyas.

The reason they use this kit is to stop approx 24 users maxing out the pipe that the traffic travels through.
